Summary:

Current State: Construction name (structure ID) is not kept up to date nor is it being enforced as a required field.

Ideal State: Construction name is accurately provided for every single location to enable us to know how many individual structures exist in the out of home space.

Potential short term resolution: Use the latitude and longitude and use proximity to determine the frames that are associated with the same construction (structure).
