search/summary - reach and frequency issue - ceiling population vs summary level

Description

Today, the API does not calculate the ceiling population based on summary level grouping (if summary level is included in the request for search/summary).

There was a bug in Plant summary level with this fix. It is now fixed and available in QA.

It was throwing snowflake query error (ambiguous column name) when Plant summary level was requested.
